Land transfer figures in the first quarter more than in 2017, Van Don and Phu Quoc have increased dramatically since last year.
The Government has recently reported to the National Assembly on the status of state management of land, which spends a lot of time discussing the management and use of land in the proposed areas such as Van Don (Quang Ninh), Van Phong (Khanh Hoa), Phu Quoc (Kien Giang).

This agency reports on the situation of land transfer and land use in these areas and identifies, after having information on the preparation of the establishment of special administrative-economic units the number has increased significantly.

Specifically, in the Van Ninh district, Khanh Hoa province (where the Van Phong Economic Zone is planned to be established), in 2017 there will be 1,467 cases of land use rights transfer and 215 cases of land use change. However, in the first four months of this year, there were 1,859 cases of transfer and 162 cases of land use change, of which the transfer was mainly from production forest land and land for aquaculture and land. agricultural production. Thus, only in the first four months of the year, the number of transfers was nearly 30% higher than in 2017.

In Van Don District, Quang Ninh Province (where Van Don Economic Zone is planned to be established), in 2016 there are 684 households and individuals transferring land use rights. By 2017, this number will increase to 1.625. In particular, in the first quarter of 2018, there were 519 households and individuals transferring their land use rights. In the period 2015-2017, 288 cases of land use change of households and individuals. However, in 2018 this locality does not handle any case.

In Phu Quoc island district, Kien Giang province (where the special economic zone of Phu Quoc is planned to be established), from the beginning of 2017 to 30/4/2018, there are 5 organizations receiving land use right transfer with the total area of 8, 5 ha. In addition, more than 12,268 households and individuals receive land use rights.

However, according to the Government, local inspections show that, since the information on preparation for the establishment of special administrative-economic units, violations of land use in the areas The establishment is complicated. Especially, in Phu Quoc, Kien Giang province has changed the purpose of agricultural land illegally to non-agricultural land, encroachment of land (especially encroachment, forest land). Status of transfer of land use right does not carry out procedures as prescribed, the purchase and sale of hands, most of which is undocumented land, unclear origin, status of leveling, division, building works permission on agricultural land ...

Facing this complex situation, the government said it had issued documents to rectify. Provinces also temporarily halted the conversion of land categories in agricultural land to residential land. To stop the separation of land plots, not to permit the transfer of agricultural production land, production forest land or aquaculture land.

Particularly in Van Don, Quang Ninh has revoked the policy of investing 13 projects have not been allocated land. In the first quarter, the agency detected and processed 51 cases of self-leveling of forest land and leveling on agricultural land, stopping procedures for changing the land use purpose of 29 cases. 13 real estate trading floors do not qualify for practice as well as are expelled from the area.

Identification of violations of land legislation has been basically controlled, but the Government believes that the situation of land transfer "underground" still occurs in the areas planned to establish administrative units - It has not been detected in time, especially in Khanh Hoa and Kien Giang provinces.
